Flash Drives *DUMB QUESTION*

do i have to have it in my inventory? I pick them up and my pda says "blueprint unlocked" but i go to put a lead lined container on my suit, and I don't have the blue print even though i just found the applicable flash drive

I can't be sure but I think at least one of them is bugged. I picked up an aramid lining but it still says blueprint needed. It may have been for a different piece of gear though. They need a better system for blueprints like in the old games. I don't know why they removed countless QoL features from the original games, it's just baffling the logic going on at GSC.
