Snug Stash in Cement Factory Base

Seems to be in the rafters, beyond which can be reached.

Using chest console and ghosting up there, there is a safe, helmet, PTM etc.

Provided this is not a stash that you can teleport from to from somewhere, how do you reach it?

You mean high in the tower over the bar?

Look at the SW corner. There's a small stump of an iron beam protruding from the wall. If you parkour your way up the furniture, you can use that stump as a step to jump on the beams above.

I finally went back there, and, sure enough, there is this little bit of iron beam sticking out of the wall for no particular reason, exactly where you said it would be.
