Side quest bug problem

so i've noticed that several side quest within the game (the little flag markers on the PDA map) cannot be triggered. meaning that when i try to talk to them they say things like "later stalker" or "I'm busy" and such. ive tried reloading a quick save and aiming a gun at them to reset them them but nothing. its kinda getting annoying that i have all these quest but no way to do them :/

Does anyone know a fix for this??

I have this issue with Arkhyp Lichen in the Red Forest. There's a blue flag on him to suggest he has a side mission to offer. But he does not offer a side mission and nothing triggers.

The exact location is Pile Driver in Red Forest.

I have the same problem. I *think* it might have something to do with running across him while exploring before you are "supposed" to meet him. On my current playthrough I did a lot of exploring through the Zone and ran across him rather early. Right now I'm only on the Extreme Simplicity main quest, but later several missions down the line I know there is a main mission dealing with Arkhyp Lichen, so it might be because you run across that Pile Driver location before the main questline sends you over that way
