There are 3 loc like that afaik, maybe more. One of them for flower bud, soul and then 1 more...
Also different playthroughs seem to have different artifact spawn rates, so this save scumming might have been wasted time...
If you're wondering if you can accidentally lock yourself out of important areas / story parts by getting rid of crucial items that you're supposed to need later, then no, AFAIK that's not a thing (or if it can happen, it's so rare that it doesn't even get mentioned in this forum).
The exact opposite is a widespread issue, meaning formerly quest related items that stay marked as essential in your inventory forever, so you can't get rid of them.
You certainly can and will do things that can lock you out of some areas and quests, but that is supposed to happen when you choose a story branch that unavoidably leads to you siding with someone against someone else.
Also, some side quests can technically be completed by killing NPCs, but talking to them instead may reveal further branches of the quest, leading to a different outcome and possibly a better reward.
In my experience, in example, I've been cleaning out aajor bandits camp while exploring, and only much later I learnt that I could probably have been able to talk with their leader as a possible way to complete a main quest. Bummer, but not a game stopper; I did said quest in another way.
I did not tried the PSI areas, but I am afraid that it will take whole life to get a Horn there. If this PSI-thing can generate any of 60+ artifact then the probability to get Horn is quite low there compared to a dedicated acid anomaly with limited pool of the arts.
I will give a try for PSI-anomaly on my cirrent save, but looks I have to roll back to a time, when my Garbage acid field still had the art inside and it may be a Horn (as I've seen at least one report that Horn was taken out of it).
