Stash in Duga

So theres Fences Stash marked in DUGA, behind the house with the big scary monster. And further East where the bandits "base" is, there´s a tunnel. Is this tunnel supposed to be accessible, bc I cant think of a way to jump from broken railing to anywhere.
Or is the access to Stash somewhere else?

There is one stash at DUGA that is underground in a tunnel only accessible if you aligned with Spark. Sadly, it also contains a flashdrive.
