i cant find Richter...
ive been looking around Rosstok for an hour and no signs of him.
i have the dog collar but the quest marker stopped showing up.
i know hes meant to be in the bar. i looked it up.
is this another quest breaking bug?

no not a bug, hes not at rostok after that mission, he is in a smaller building at the boathouse where you did the mission. I made the same mistake you did don't worry, so your gonna have to walk back to it

where is the boathouse?

its the same place where you killed the mutant for the collar, look for a smaller building next to where you battled it

when i got close the marker showed up and now a new gold marker popped up.
