it takes some retries to spawn, the most obvious indicator is when the game autosaves when you're in the anomalous area- just run from light to light and see if it spawns on them. If it fails it's best to rollback a save from before you enter the area and see if autosave triggers again. This game is a mess at the moment so have patience
