Hot on the Trail Quest bugged with Lodochka

I'm on the step where I need to talk to Lodochka in his bunker however he is not in there, he has instead spawned at the start of the warehouse and is just standing facing some boxes. This quest has had bugs just constantly cascading from worst to worst starting with Dubny bug and I can't seem to figure out how to progress the story at all now.

So thankfully all it took was an emission to warp the Dr to his spot, so I would say just explore a bit and let nature take its course
