Softlocked - Dubny does not appear

Very minor spoilers ahead.

So I've met up and talked to Scar, showed him the PDA I found and afterwards I'm headed to Wild Island. There I'm supposed to get inside and meet up with a character named Dubny. Trouble is, he does not spawn in the area I'm supposed to find him (while holding someone else at gunpoint), so I cannot progress the main quest. Has anyone found a way to get around this? I've loaded a save where I complete the stuff I needed to do in garbage, but still get the same bug.

EDIT: So my bug got fixed by a different bug. After not being able to start the conversation, I was headed out and right next to the personal stash crate I got the dialog width Dubny, who apparently was in a wall somewhere lol. Keeping this here if anyone comes across this bug.
