But the PDA mentions some Bandit boss called Shah who Bubbs owes some cash.
A quick google search for the name Shah showed me that this is actually a character we will be able to meet in some fashion so maybe that's when the PDA might come in handy and is in fact connected to a quest afterall.
Spoiler-free answer: Not really. This PDA really shouldn't be a quest item at all.
The game is very glitchy, I would expect it to be fixed at some point but they have so many other serious issues to fix. My game keeps freezing on those gravitational anomalies, like 1 out 2 or 3 times I get sucked in. After 100 hours, I've decided to shelf the game for a while.
The hard freeze / crashes are the worst, gotta sit through shaders loading, etc.
Uhm... what do you mean "BOTH things matter"? You do know that your inventory is scrollable and will expand if you need more space? (The weight, yes, that's limited)

And to be precise : Skif's pistol does weigh something. about 0.3kg with the upgrades, so basically next to nothing, but not nothing.
