You should be able to save Zalissya. I assume you have a save at Quiet's place after or before talking to Lodocka. Make a hard save at this point. Now, drop any equipment that my cause you to be encumbered, ie. not in green weight limit. Hopefully, you also have some water or energy drinks to help with stamina regeneration. Run from Quiet's place to Zalissya and do not stop to fight anything, there is a big fight in Eastern Checkpoint but you can run past them. I was followed by one monolithian all the way to Zalissya, this is good. Kill him inside the village. Get to the Ward barracks and hope for the best that the doors are unlocked. It took me 3 tries in patch 1.0.2 to get it working so unless 1.0.3 completely bricked the quest again you should be do it with a bit of luck.
You're in the mid game, and at the point the AKM becomes obsolescent, You need a gun with higher penetration to take on Monolithians, or start loading up on AP rounds for Skifs pistol (Anything but regular rounds strips the durability faster thana dancer gets undressed) to keep repair costs down.
the SIRCCA Mission is really long so I understand why you'd be low on stuff, I nabbed a gun off one of the SIRCCA dudes on my way out and was using that, can't remember if it was a Grom or Lavina but it did the trick.

I noticed that OP went there because he/she wanted to repair their gear. This may be just me but there was no tech guy to fix my stuff during or after the quest, so may be better to go to a different base for that.
another bug I encountered was that after the mission I stashed all the broken weapons to sell them in Rostok only to have my game crash every time I tried to load it because I had too many gins in my stash. Fortunately I had many saves in many different slots and this in always the number one rule. If I hadn't saved in so many slots, this bug would have bricked my entire play through.
