Sadly I have to agree with this part.
Starting to believe GSC didn't expect players to get past SIRCAA after a few days - so they'd have a few days to fix it - but then were overwhelmed with more urgent issues.
No way past SIRCAA state was playtested thoroughly.
However your stand about the random bs spawns is valid. The game shouldn't spawn enemies directly in your back so they can spot you instantly. This needs to change.
Also, the buggy missions are a pain. I currently have a progression block at Duga with the ward. Guess that save is on ice for a while lol.

You have already answered your own question about "How could you run out of healthkits so fast?" even if you are willing to eat the weight loss of carrying 30-40 of them on departure. A lot of the time life is great! Then sometimes the game decides "you have enjoyed more health supplies than god for too long, ♥♥♥♥♥"
I had a decent amount of med kits coming out of SIRCAA. The problem came from the AI having laser beam aim and, as you reiterated, those same NPCs just spawning 20ft behind me.

Another edit: Also super easy to defend there cause of buildings and sh*t around you that you can use as a cover.
Prior to the repair changes, I had to sell almost everything from my inventory every time I made a loot run just to make ends meet. I don't think I saved any armor sets because of my need for money so my full-upgraded sunrise suit is unfortunately all I have. I wish I could just travel to another tech or trader, but I can't do that without getting ambushed by a horde of mutants or some Monolith kill squad that got beamed to my location.
A-Life being quarter-baked is the primary issue in this situation, on top of the fact that Zalisya is just generally not in a good state (Monolith wave spawned right behind me when I turned around). Prior to SIRCAA, it wasn't an issue because it'd just be some Bandits or Ward guys, but now that it's actually well-equipped bloodthirsty soldiers the problems with A-Life are too obvious to ignore.
Which that quest to defend is still broken.
Use Single Aimed Shots and not the spray and pray approach you will do a lot better and not burn through Ammo so quick. Spray and Pray is the American way so do not do it.
Been doing this the whole game with my AK, actually upgraded it specifically so it'd be a better "DMR" than a full-auto.
