Not sure what choice to make for this quest

I have to kill Shah or Roosevelt. I also have the option of killing Varan, the gang leader who asked me to do this. Without any spoilers, can someone provide some insight on this?

Shah is a murderous psycho whom his own men would gladly see dead.

Varan is a slimy a-hole no matter what you do.

In my playthrough I probably screwed up something and hadn't a chance to tak to Roosevelt. I think I may have missed a side quest.

There is an optional part where you can talk to Roosevelt's former best friend and he tells you a secret way into his HQ (presumably to talk to him). I'll probably talk to Roosevelt first.

Do their quests (i think you do not need to provoke Shah too early for that) for additional content, then murder them.
Me? Didn't bothered with that, the bandits are gotta go.
