Any place to buy the Veles detector?

I don't want to progress the main story past certain major milestones, but I want the Veles detector? Can I guy it anywhere?

I can't reach Pripyat because they fixed the spot where you could jump over the railcars and reach Pripyat early.

I've read that the vendor in Red Forest sells the Veles detector, but the couple of times I've checked it wasn't in-stock, and with no fast travel to that location and no bed there, trying to repeatedly refresh that vendor without even knowing for sure he sells Veles does not sound so fun.

And as an aside, gating certain items like the Veles detector on main story progress is very much not in the spirit of "open world", IMO. Like, it could be a side-quest available at any time, if it is supposed to feel special that you acquire it vs. just buying it.
