Be grateful he asks you to the town hall at all 😆
However, I think the above was less important than the following:
- before talking to Gaffer, I've searched the area and made sure that no enemy spawns are around (there was a military squad which was quickly wiped out)
- I've talked to Gaffer, received the SEVA suit (recon squad subtask was still marked as failed)
- travelled to the west of the town, just far enough to hear the radio message calling for help
- Went back to the town, started the fight with the Monolithians along the spawned allied units
- [KEY DIFFERENCE FROM PREVIOUS ATTEMPSTS] once I've reached the spot next to the entrance to the town hall I took cover and looked at the radar - the Monolith groups started marching towards the town hall as soon as they spawned. That way I knew something went right.
- Most of my squad got wiped out but I just held ground and eliminated the approaching Monolithians
- Went inside the town hall to hear the victory speech. Besides the usual dialogue I've also had an ending part regarding the wounded technician.
- When the speech was over, the quest ended. However, the main objective was marked in grey as "no longer necessary"
- the town was transformed - everybody was moved to the town hall, hamster is there. Everyone offers me great prices and declares friendship.
Phew. Now I can continue with the story I guess. The key difference here is, I think, that if the battlefield in the town is clear enough it allows the mission scripts to continue as intended and the Monolith units are spawned correctly starting to attack right away.
TL;DR
There's a way to do it - before talking to Gaffer to (supposedly) end the quest, make sure that no random spawns are around and the area is clear. Make a save, talk to Gaffer, collect the reward. Travel east, get the message, return and start the final defense part. If everything worked correctly you'll notice the enemy spawns marching towards you and not standing still. Defend the town and finish the quest.
Well, i've retried the 2nd wave 5 times in a row and i couldn't get it to complete.
Edit: I finally got it to complete! I simply ignored the quest and headed for the Sphere nearby, when i was far away enough from Zalissiya, a band of monolithians spawned in my face and the quest completed itself.
