BUDMO! Last stash is empty

And of course it is the ONE thing I needed, the damned scanner.

I walk up, the dude turns around and calls me a thief because of course i've been taking his stashes.

This last stash on the power pylon though does not have the treasure and he doesn't have them either (his body).

Do I need to reload and get there before he does or wait before I walk up to him?

You can steal from two of the stashes, but the third will always be empty. So you can reload and take the stash you want, but you will not be able to get all three.

Above is correct. Also, if you really want a better scanner, go northeast from aforementioned pylon till you reach a town. from there go southeast for a side mission. Ladder to get to the mission objective is very close to the guy. While doing the mission, the bag has a bear scanner. Fair warning, there are 2 burers down there, and ALOT of guns in and around the shallow water for them to use. Also down there is the unique Decider gun.

I never even used that one when I had it, found the Bear around the same time. I didn't steal that one from the stash though, so I had to wait a little longer.

Anyone know if you grab it before that mission, does it just spawn another one in the stash? I know some people go grab it early on a new game.

You can loot all three stashes this way: When approaching the last one, you need to headshot the guy before he notices you and starts the dialogue. Then he won't have time to destroy the loot and you can have it all

The Decider isn't even that good at that point.

If you're there, at that point you'd better go a bit north, cross the bridge and look for either the broken Dniproon top of the cooling tower, or a favourite of mine, the unique 5.45 Grozaat the bottom of the pit full of fire anomalies.
