Question about a locked door that looks like it can be opened somehow....

So, I'm finishing the "In Search of Past Glory" quest line and when you have to go speak to Prof Dvupalov he's in the roofed bunker building. In this building is a white door that is LOCKED. There appears to be stairs in it going DOWN. When holding up my Hilka there seems to be an artifact of some sort within that area down there possibly. Question is, and I've searched all over this building, is the ability to get into that door a story mission or is there another way to get into this door? Like I said, I've searched all over and haven't found a key or a switch or anything that may open it.

Outside there's some crates that lead you to the low roof but that only gets you to a stash on the lower pipes OUTSIDE. Nothing around to be able to get into the building itself. I've now turned in the quest from getting to X5 and I thought that possibly it may move the quest up and I could get into that door but it's a no-go.

So anyone know? Am I able to get into that door through discovery or is it possibly a story based mission further in?
