Report a translation problem
When approaching the main building the NPC there said "We somehow managed to fight them off, go to <whatever his name was> he'll share whatever supplies he can" but the doors were locked anyway.
And then once I reached the next checkpoint for the main quest I got the notice through the radio that Zalissya is no more.
I have exactly the same problem
There's a building to the south of Zalissya that contains a bloodsucker or two, or there's usually bandits at the oil refinery to the northwest of Zalissya, but the tactic was to lead either of the two into town and to the door thats locked. When I approached with mobs behind me, both Foreigner Bob and his buddy stand up and repel what you brought in. After that, they'll sit back down and the door becomes unlocked. I tried it with both and it worked both times to unlock the door.. after trying for hours.
Also, during the quest, there's reports of Monolith soldiers not spawning right, but also the defense team can also get stuck. I didn't have any problems with the soldiers not spawning in, but the defense squad stuck on the 2nd attempt. The way I fixed it was finding the angle of attack the monoliths were coming from (1st wave - south, 2nd wave - east, 3rd wave - east, 4th wave - north, 5th wave - west / south) and luring the enemy towards the defense squad that was stuck. Once engaged, they fight it out until its done.
Can't guarantee this is a fix all for this quest, but I managed to complete it after multiple times and approaches from Garbage, and each time the door was locked. Strangely, it seems like the two outside NPC's just need to reset their positions to trigger the door to unlock.
