I found a ladder downstairs close to the fire anomalies in Hell in Cement Factory, but the door which leads to some chemical anomalies is locked. How to get through?

You get thru from the other side.

If you continue down the tunnel, after retrieving Genius's gun (side quest in the location to the south), instead of turning around and going out the way you came, you will come out at that door and the tunnel by Hell.
