Kuzya & the Car, Rostok area, glitched?

You meet Kuzya and his 2 buddies in Rostok near the garbage
he is offering a working car for 6000, it obviously seems a scam

You cannot interact further with the vehicle though he claims an artefact will power it up
and he just keeps saying "Talk to you later" after you pay him

is this glitched or what?
if it's a scam, as it seems, shouldn't you be able to get a dialogue option for that?

Можешь убить продавца и с его пда прочитать что он так людей на деньги кидает.
