Individual Adjustment Blueprint APSB

I have seen that the Individual Adjustment Blueprint for the APSB is supposed to be in the Malachite Repair Facility, inside a duffle bag. However, there is no such bag in my game. Anyone has encountered the same situation? I guess it is a bug, but maybe it has been changed somehow.

There are a few stashes that require some event to occur before they exist. This might be one of them.

Maybe. I have not seen any mention online on this particular item, being a blueprint required for the achievement. Let's see. Thank you

Perhaps there is a PDA or something that you need to find first. But just a bug is more probable...

maybe you do need something, since there are stashes that only appear after a certain quest and such, like one stash on the boarder of the map in cooling towers.

I know some can not be found untill you find/get the info the the stash location, as a reward, or because you found the info (note/pda etc.)
