Devs love deciding after the fact "Uh... we are too dumb to continue the game with the good ending but will try to pretend that is deep and only babies want good endings so-". But in stalker, most of the reason all the C-Con stuff is open knowledge is because The Good Ending happened.
Call of Pripyat also only exists, because The Good Ending happened. Complete with Strelok popping out of an air vent after being a no-show all game declaring the final boss is... an escort mission for him.

Well, even though it would make no sense. I brought up "Devs love to backwalk to 'aw ♥♥♥♥, we can't keep making games if we stick with the sane ending'" for a reason.
So while I can say it would make no sense, and give reasons it would make no sense? I can't say it would be impossible either.
Or maybe somebody has salvaged the remnants of the gear used by C-Con, and is using it for their own purposes. They could be generating imagery that C-Con still exists, to throw people off. Or whatever.
