Loot DOES have tiers actually, in a non-standard way.
Artifacts, the basically magic items, not only spawn based on which anomaly you are exploring. But by how expensive your scanner is. As anything but special cases will be in an 'invisible and intangible' state until you get close enough with your scanner out as well.
No "Git gud, use the tools at your disposal" here. If use the default scanner, 80% of the arftifacts can't spawn. If you use the first scanner upgrade, that still leaves the majority of the good stuff unable to spawn unless it is a pre-placed guaranteed 1 time artifact. Etc.
While I do not think it has been confirmed if they kept that mechanic. They sure have not declared "Don't worry, your barely working default scanner can spawn every artifact type!"
Keep a pistol handy even if they are underpowered again. In case you need to use bullet physics to shoot an artifact that rolled in a corner you are not allowed to reach.
Hold onto any anti-radiation artifacts and never sell them unless you have several spares. As not only are they good in general in a radioactive hellscape. But all the buff artifacts are radioactive, and you need anti rad artifacts to be able to use them safely. (Get used to bringing a backpack full of bandages anyways when the auto-bandage artifact is too slow to stop you from bleeding out half your health first. And the most popular artifacts being +carry capacity and +sprint endurance)
This is a legacy mechanic from Call of Pripyat. It will most likely not work like that in Stalker 2.
I would much rather warn players "Hey, you might be wasting your time if you try to tough it out with bad gear" Than just ASSUME they change that, and screw the newbies over if they didn't.
Or it ends up like Darksouls 2 launch "They didn't change I-frames you are just bad!... okay so you do actually have less I-frames than a fat roll with warrior start even doing naked flips, but you should have realized it idiot!" nonsense.
It's not 'changed'. This isn't a remake of CoP in UE5, it's a completely new game.

No, I'm just not assuming that mechanics remain unchanged. This specific one was especially weird and unusual. Not the detector being unable to detect certain artifacts but the game not creating those artifacts. It was the devs solution to keep the player from stumbling over large amounts of high tier artifacts the moment they acquire a Veles detector because of time passed and the very small playable area. There's no reason to have it work like that in a 64km² world.
You might be able to fabricate an ax out of wood which somehow can cut down other trees made out of wood and eventually make a pickaxe out of wood which can somehow cut through the stone to eventually make a weapon, but you will never be totally satisfied
You may encounter a horse in your travels and trying to figure out how to tame it will prove very stressful because you will want to ride it but it will be practically undoable in the beginning. Do not lose hope though, for it is a friendship written in the Stars. You will undoubtedly come across carrots and apples and you can throw those at it and it will show a eating animation for whatever reason even though you are trying desperately to throw those at it and somehow it will start showing cartoon style hearts coming out of it and it will suddenly love you and follow you around relentlessly
Then you wake up from this nightmare and you play stalker. You will find guns, ammo, food, and other actually useful equipment that you can use to actually get somewhere instead of being a hobo in the woods forever
