In addition, you don't receive the items at the start. Rather, they are out in the Zone for you to find. It's entirely possible that you find only a fraction of them on your first playthrough.
The Store page says "provide unique in-game items".
ITEMS, not skins.
So is it skins or weapons?
That is true. Yet, I'm 99,9% sure they are unique by visual design only. There is no way they locked weapons like HK416 behind paywall especially since weapons listed in editions are "named" while we can see basic HK416 in gameplays. So in the end they can as well be named skins.

When I look at the bonus items, I see the cutesy names. For example, you say "HK416" but what I see is (I assume this is what you are looking at) "AR416 “Monolith” (transferable to multiplayer)" where "Monolith" is the cutesy name for that unique variant. The stock item would be the AR416, and the unique item would be the "AR416 'Monolith'".
