I've similar rig:
gpu: rtx 4070 Ti
cpu: i7 13700k (overclocked)
RAM: DDR5 32 gb 6000 mt
ROG STRIX Z790-E GAMING WIFI
SSD Samsung 990 Pro 2TB M.2
You'll be fine at 1080p ultra without upscaling.
The issue I have is not only the increase, but also that you basically NEED upscaling in order to get anything done with this game and my rig is not capable of doing that.

GTX 1080Ti - overclocked to RTX 4060 rastarization power - but again, I can't use upscaling (real upscaling like DLSS, not FSR)
Also, I would need to play on 1080p, which means upscaling in general sucks.
By that logic no, it's not. It's going to be a bad port as per usual.
