It falls short of the recommended specs but a bit above the minimum. Would I be able to run this game decently well?

Than expect to be able to run at least on Med with upscaling and at or around 60.
Should, Id say with some high setting and DLSS, you will hit 60 at 1080p.

With FSR 3.1 you should be able to hit 60 with a mix of med settings at 1080p.
As already stated. It doesnt hurt to try the game for yourself to see what the performance is. Or wait until videos have released showing game on similar spec.
I mean, you have the min spec and it was tested at low setting and getting 30 FPS with TSR. Do you really believe still using an 8+ year old GPU is going to garnish higher results?
The people above are at least playing with more modern CPU/GPU. Im sure your CPU is quite old as well, which isnt going to help you get the results you are looking for unfortunately.

When did I say that upscaling wasnt on? I also have it included in my sentence that with it on they should hit 60 with their setup since they have above the min requirement. So what are you trying to add here?
As so far, that is what we have been shown by both the devs and NVIDIA. Every benchmark so far has been with scaling on already.
