Maybe with FSR 3 lowering your render resolution and using frame gen you could achieve 30fps ...

I would say maybe but don't get mad if it runs crazy on them specs christmas is all but here maybe ask for some pc upgrades because this game will be worth it...I will be updating my pc if it does not run good for me here what I run but keep in mind its 2 yerars old

Your PC is still a monster, it should handle Maxed settings at 1080p (70-75fps) without upscaling, 55 fps maxed at 1440p (70-75 with DLSS Quality), just don't play at 4K resolution

your cpu is very weak for 2024 games... 4cores and no hyperthreading, around 30-40% below the minimum specs (7700k for 1080p 30fps low settings)
your gpu is 5% faster than the gtx 1060 6gb (1080p 30fps low settings) but you only have 4gb vram

your CPU is on pair (slightly weaker single-thread but a bit faster multi-thread) than the recommended one for 1080p 60fps medium settings
your gpu is around 15% slower than the recommended one for targeting 1080p 60fps at medium settings (2070super), just play with FSR Quality or FrameGen or lower 1 or 2 settings you should be ok

you can upgrade to an i7 9700k without upgrading your motherboard (you just need a BIOS update) if you find one at good price, it's the recommended CPU for 60fps medium settings
If money is not a problem, just go with a new mobo and a 7800x3d
