Happiness for Everyone Bug

Climbed up the building the first time, got to the Faust fight and had an unlucky death. Went back to my last save, tried again; I saw those emitters on my way up and decided to shoot them to see if it would change anything. No Faust. Got to the roof, still no Faust, no Monolith on the roof. Can't leave, can't progress.
I figured I'd revert to my save before I went up and avoid shooting the emitters, in case I ♥♥♥♥♥♥ up there. No dice, no Faust anyway.
I backed up to multiple previous saves, and still no Faust.

Any ideas?

Update: I've figured it out. I'm leaving this here just in case it happens to someone else.

I circled around the building you have to climb on my second and third runs to try and avoid the killbox with the two Monolith on the upper balcony once you go in that front room through a hole in the wall. This somehow prevented the rest of the quest from completing.

thats an odd bug you had I left monolith around the building before and was able to start that battle just fine
