One thing I did was install an optimization mod from Nexus, it REALLY made a hell of a difference.
Are you running PBO at all or is the 9800 sorta like the 5800x3d was, sorta locked down with no ability to OC or anything?
Are you using AMD SmartAccessMemory at all? It makes a big difference. What GPU are you using?
I turned on Radeon Super Resolution, turned off Frame Gen in game and instead I am using radeon's frame gen with Search and Performance modes set to High and Performance.
Combined with a 7900XTX I am seeing 231 average FPS according to Radeon's tracker.
7800X3D for me is running this game ok. FPS drops in the starting settlement down to 55 or so but everywhere else it has been ok for me so far. Getting 90-120 FPS at 1440p without frame gen with a 4070 Ti. No stutters or low FPS issues at all.

9800X3D can be overclocked unlike previous X3D CPUs. I would not recommend it though. Undervolting would be a better way to go. You will be getting better than stock performance with far lower power usage and heat.
I have both my CPU and GPU undervolted. CPU with PBO curve optimiser at -30 in the BIOS. GPU with MSI Afterburner's voltage frequency curve editor.
Less power consumption means less heat and therefore more thermal headroom to allow GPU and CPU to boost slightly higher. So you get better than stock performance for less power usage. Not that a 9800X3D should need that to run any game properly, but it is well worth doing anyway.
Hope you can find the issue and can get Stalker 2 running well.
