Trying to buy a HILKA artifact detector from the bar keep in Rostok.

So I am trying to gtt a Hilka detector, I did the mission Buhdmo and didn't realize that I should have just taken the detector but I did not . So IGN guide said you could buy one from the barkeeper in Rostok but his inventory never has one fore sale.

Any one know where I can get Hilka detector?
