PDAs/ Notes with wrong titles/ info?

As the titles says, the last couple of PDAs I've found don't seem to correlate to the location they're found in. Last night I found a "Note next to a gun". There was no gun next to it. Today I found "Note from a Corpse in the Fairytale Pioneer Camp". I found it in the Orbita Station, a distance away from the Pioneer Camp. And there was no corpse.

Just wondering if these are intentional in some way, or if others have gotten random dislocated notes as well.
