Roosevelt bug(?)
I was doing the Shah/Roosevelt quest, I spoke to Roosevelt and chose to spare him. I went out, received my money, then outside the Roosevelt camp some bandits spawned. I killed them, but then the quest suddenly said: "Roosevelt is dead", "retrieve PDA"... ?
Did he die on his own? I went back inside and he wasn't even there anymore, no idea how I could've retrieve the PDA in the first place.
So I reloaded the save, did the same thing and this time the bandits didn't spawn and I could go to Shah and kill him instead.
(Roosevelt is still missing though, not that I care)

Looks like he bugged out. Better report it to the developers.
