Thanks for your reply. I have tried restarting and it yielded the same outcome. I've raised a ticket with Stalker 2 support on the official website now, so I'll update with any progress if it's made and hopefully someone else has any ideas in the meantime.

I decided to ignore the main quest and go exploring for a while collecting stashes and doing a few unrelated side quests. After roughly 3 days in game time I went back and Scar no longer tried to blow my head off, allowing me to proceed with the quest.
Hope this helps anyone in future.
Just wanted to say thank you man. You saved my run. 30+ hours in game and I was about to rage quit and wait for a patch that may never come. Slogged my way across the map and rested for 3 in game days and came back and sure enough, Scar no longer is hostile.
