That's fantastic! Because I'm on a Ryzen. Not a very helpful post in general since, as stated, it's an issue that appeared after the update.
Precisely the issue. I've seen devs respond to crashes that happen upon loading saves, but we can't even get that far.

It's so odd that installing that let you get to the main menu and fixed the language bug. Shame it didn't fix it further, but I think that's good info to share!
Will we ever get a hardware Lumen option to improve the poor quality and unstable lighting. Look to Oblivion Remaster as inspiration that a hardware/software Lumen option is a good hardware platform scalability design choice.
