Why is it faster uninstalling this game and re-downloading, compared to updating where it just seems to stay at limbo downloading? I don't get it

If you mean heavy updates, then all questions to Steam. The updates themselves weigh about 10 GB. Steam thinks that they need to be multiplied and in addition to this, rewrite the game 3 times

delete and download the entire game again. They put the game content (3d models, audio, ai scripts, weapons and items definitions) in a couple of giant files, several GB each.
every time there's an update available you have to download again almost the entire game content, despite they changed only a few MB of code

splitting the game properly during development could've saved us from this mess, but they forgot to read ue documentation apparently
