Kuzya Ukranian Voice-over

I've been playing the game with Ukranian voices, and everything has been normal, until I met this random side character in a funny side quest -- Kuzya. He is selling a car in Rostok. What is special about him is that he sounds like a native English speaker, talking to his Ukranian bandit friends in English. Furthermore, when Skif speaks with him, he is also revealed to be a fluent English speaker, sounding like an American. I was wondering if this was intentional, or some kind of oversight, and if anyone else has experienced this.
