Mission progress stuck?

During the mission 'A minor Incident' I had to remove the thing that was blocking the rails. As I completed that part I moved on to the next quests for the mission. I think that I'm stuck with having to give the collars to Richter because he doesn't appear on the map. What remains is having to clear the mutant off of the rails even tho I've completed it earlier.

No idea what's going on and I probably have to reload a save what I wished to have done sooner. Am I the only one or has somebody experienced this aswel?

I had this happen to me. Took me 3 days to figure out a fix. I went to the spot where he was at and he was never at Rostok to get that part of the mission completed. What fixed it for me, was I did a different side quest I never picked up (100% unrelated), completed that side mission, then I went back and he was there to be able to give him the collars.

So see if there are any side objective opportunities that you haven't done, pick it up and complete the side quest then go back and he should be there.
