To avoid spoilers I will be vague for readers and state my beef and ask:

All the research I've done on this blueprint points to the fact it can only be retrieved at the very end of the game on a quest called "Down Below". However, This quest bifurcates into two options: Olimpiya Cafe and Polissya Hotel. I chose the cafe.

Apparently the route to get this can only be achieved through Polissya Hotel. Do they plan on fixing this at any point in time?

I know that there are a lot of issues surrounding weapon/armor upgrades where no technician in game can upgrade them, but this particular upgrade placement seems like a terrible idea begging to be remedied or fixed, either by putting it in double stashes at that point or moved entirely somewhere else on the map.

To have it locked behind a near end game quest—only if you chose one path (of which you would have no prior knowledge of without literally googling it)—seems BM.

So yeah, in short, if you're playing this game, you like the Saiga D-12, do NOT CHOOSE OLIMPIYA CAFE. Only choose POLISSYA HOTEL. There will be a quest when you come upon it and choosing the cafe will hard lock you out of being able to get the upgrade flash drive for it.

What's the solution if you choose to play the game without spoiler-filled guides?

That means the most recent save before this point was some 70 hours ago...
Your last save was NOT 70 hours ago. The game autosaves all the time. Just go back to an autosave 5 or 10 minutes before you made that choice.

I currently have 168 hours.
When I talked to the spoiler-free character, and made that choice, I had around 90 hours.
I proceeded to explore the rest of the zone and do side missions.

To undo the decision I would have to undo 70 hours of progress, loot gathering, side missions, etc.

Yea, I play games without guides, how is this sound advice? Wtf kind of response is this?

OK, I understand now.
I missed a bunch of achievements my first playthrough. So I played again. Still have a few more achievements to get, including the one for collecting all the upgrades. I made myself a spreadsheet to prepare for that next playthrough and I shared it here:
