Perimeter Dam Entrance Key?

Is this a mission I've missed or a mission I've not done because of the main quest decisions I made where you get through this door?

I can't find reference to this dam or the locked door there apart from the interactive map which lists the key as '??' - anyone found the key/got through the door?

yep. It's not unlockable. Same goes to doors in Cordon's "Base in the tonel"
Maybe this is for future DLC's or deleted side missions.
There are quit a lot of "hard locked" places in game which bound to story progressions\side stories

Ahh that is annoying, I agree with you that there are a lot of 'hard locks' which frustrate me.
