I'm inclined to agree. Even the two rookie villages had them everywhere after I passed a certain story point.
If I had known that story point would upset the entire map that much and give most NPC's exo's, I would've held off with progressing for a bit.
I'll know for my next run, but I think it would have been a better idea to introduce exoskeletons more gradually and perhaps a little later in the story.
I'd give Monolith most of the exo's, but tone it down for other factions (except maybe Ward).
Same suit: we have 20 rad resist (for example) they have 100...
And they will all answer in Monolith voice: "Shoot the Head".
I love STALKER. But only with mods to help.
And yeah, thank the gawds for player\community mods to salvage crappy game design like that [cough, cough, that's on you Todd and your power fantasy...]
