Seems like sleeping or fast travel might fix it, but obviously you need to make it back to a safe hub

Yes I had this bug once, the “solution” was keep playing until an auto save was triggered, then curiously quick/normal save function was back.
Ahh that's the key. Thought it was just during some mission sequences. I have saved when enemies were really close, but they hadn't notice me yet, and my bar was white.
At first like the OP... you think you've maxed out so you delete a bunch of "saves". That doesn't work, so you assume it's a bad mechanic to raise the tension during missions. But it's actually means to keep the player from saving in a bad spot..... which is a better way to look at it.
Yep, this has just happened to me, I've done with this over priced early access nonesense, I'll stick to Anomaly.
