"key to freedom" Quest in Zaton different Bad End? But why and how?

Normally the key to freedom quest should be at the Fish Farm in Zaton. Where 2 groups of bandits face each other in a shootout and you have to free the 3 stalkers. But when I got there there were no bandits the 3 stalkers were locked dead in the room and 3 Freedom Dudes were chilling at the fire barrel.
The question is why? What did I do or not to get to this end?
I was not there before, the place had the ? symbol the whole time until I got there

You triggered it but came back way later after an emission happened

no, i wast even in the near of this place, i dosnt visit any points of interest in the north of Zaton, Fish farm and all point of interests places around it had still the ? Symbol. i startet to visit all places in the north when i had the Mainquest to go to SIRCAA.

In an old save before I went to the Clear Sky base in the main quest, the fish farm quest comes up normally, but when I go to the fish farm after I've been to the Clear Sky base, the side quest no longer comes up and I have this bad ending. Very strange condition if that's the reason

wait 2 groups of bandits? isnt there only the ringmaster group there?
