No, not even on a smaller scale.
There's no random live messaging going on between NPC's in the background of the game, like OP is referring to and like we've had in the origin Stalker games.
It's not there for me.
I've never had anyone message me either via voice or text except for during quests.
It is not in the game as far as I can tell, which sucks as it made the world seem so alive in Stalker 1.
They are the ones that ask you to change the channel or shut them off I have ran across tons of these while exploring the world and they do indeed give off radio chatter from the different factions in the zone.
The radio chatter typically happens when you opt to change the channel on the radio.
