1; did you upgrade it a lot? If so, the path to getting better penetration makes it only allowed to use slugs and bans buckshot. Sure there is a tooltip warning about it, but it is easy to miss with how fussy the tooltips can be.
2; If not. It is a really terrible "Squint to check what dot it is on" and "ammo boxes look too similar" UI, but... did you accidentally hit the ammo swap button so it wants to load slugs instead of buckshot?
Either way, alas the ToZ is weak trash to the point I went from "Any shotgun is better than no shotgun!" to "♥♥♥♥ it even the viper SMG can kill flesh, boar, and even bloodsuckers faster than a ToZ with slugs ♥♥♥♥♥♥♥♥♥"
speaking of fussy upgrade UI. any gun where you pay to unlock a scope mount. be careful, if you click it again it will turn if off. this catches a lot of people off guard. You can also disable things like muzzle breaks on barrels for no useful reason (so far I can still attach silencers with those active)
Be careful, a handful of guns have this as an option as well.
