Zalissya New Bug?
Spoilers ahead

So I fought off the monolith attack at Zalissya after SIRCAA, did all of the optional quests, turned them in, left zalissya, got the second attack radio message and came back. I killed all the monolith with no friendly deaths and Gaffer gives his speech about how Zalissya is saved and says "here's a reward". Except I don't get a reward, the "fight off monolith attack" never clears, and Zalissya never goes back to normal. I've just kept progressing the game because I'm too fed up to ♥♥♥♥♥♥♥ care but just curious if anyone has a solution?

Got the same problem. The quest never ends even though I get the victory speech and radio message. I suspect that the new a-life fixes have somehow broken the enemy spawn in this mission. In my case, some of them spawn and just stay idle until I lure them. I've replayed this final wave a couple of times and it still ends up like this.

I was finally able to beat the mission (after countless attempts). Here's what worked for me: I've done the quest again, in the following order: kill the recon squad, retrieve Warlock's weapon, find the medical tools, visit the guide's hut
However, I think the above was less important than the following:
- before talking to Gaffer, I've searched the area and made sure that no enemy spawns are around (there was a military squad which was quickly wiped out)
- I've talked to Gaffer, received the SEVA suit (recon squad subtask was still marked as failed)
- travelled to the west of the town, just far enough to hear the radio message calling for help
- Went back to the town, started the fight with the Monolithians along the spawned allied units
- [KEY DIFFERENCE FROM PREVIOUS ATTEMPSTS] once I've reached the spot next to the entrance to the town hall I took cover and looked at the radar - the Monolith groups started marching towards the town hall as soon as they spawned. That way I knew something went right.
- Most of my squad got wiped out but I just held ground and eliminated the approaching Monolithians
- Went inside the town hall to hear the victory speech. Besides the usual dialogue I've also had an ending part regarding the wounded technician.
- When the speech was over, the quest ended. However, the main objective was marked in grey as "no longer necessary"
- the town was transformed - everybody was moved to the town hall, hamster is there. Everyone offers me great prices and declares friendship.
Phew. Now I can continue with the story I guess. The key difference here is, I think, that if the battlefield in the town is clear enough it allows the mission scripts to continue as intended and the Monolith units are spawned correctly starting to attack right away.

TL;DR
There's a way to do it - before talking to Gaffer to (supposedly) end the quest, make sure that no random spawns are around and the area is clear. Make a save, talk to Gaffer, collect the reward. Travel east, get the message, return and start the final defense part. If everything worked correctly you'll notice the enemy spawns marching towards you and not standing still. Defend the town and finish the quest.

Happy you were able to fix it man but I've since beat the game because I couldn't have been bothered to fight it that hard. Hopefully others see your fix though!

That's how I saved Zalissya and completed a quest and got an achievement:

- Got radio call for help
- Cleared several waves of Monolith (it got stuck afterwards)
- Went out of village in eastern direction for ~100 meters
- Got another quest phase
- It got stuck again
- I went east once more
- Quest completed
