Can't progress Rostok Arena Mission

I'm not sure what has happened. I was doing the Rostok arena fights. Current quest says "Arena: Round Four". Normally you just sleep and then fight but when i sleep, either in the chair, the bed in Rostok or anywhere else in the game, the arena doesn't reset for the next fight. I've tried talking to the organiser but he doesn't have dialogue. The safe with my gear is empty and the door to the arena is locked.

Anyone got any tips to unstick the mission?

You need to progress the main story passed SIRCAA, but don't rush that. Plenty more to do

Keep playing the main game and it will eventually unlock. I had the same issue for a while and eventually the game caved in.
