Missing dialog with Owl
The dialog with Owl "Looking for work" is missing and I can't start any mission for him.

Might have caused this bug becos of quicksaving to check for artifact needed for the mission. Any idea to fix this?

Download UETOOLS mod for Stalker 2 from Nexus.
Then in console use this command:
XStartQuestNodeBySID RSQ05_cancelQuest
It should cancel any quest for Owl you had active.
I had the same issue where i did one quest for him and then the dialog option to pick more wasn't there.
This workaround helped me.

I double check and confirmed that this is a bug quest from Owl. Basically Do Not do any of "Clear the mutant" quest for Owl. After you complete the quest, you will not be able to do any more quest for Owl as the dialog for it is gone for good.

I had the same issue with Harpy in Yaniv Station. I handed in my third radiant quest. I got the reward but the quest in the journal did not close, the blue icon stays on Harpy and there is no new dialogue option for another quest.
