This game is such a downer for you, why do you torture yourself? Why not put it out of your mind? Why not do things that give you joy?
Why not Nvidia fault if it's in the app optimization recomendation? Please read carefully once again the original message.
BTW the latest version has a bug, you are losing 3-7% FPS unless you disable “Game filters and photo mode” in Settings; tested by Hardware Unboxed for different games.
The Steam overlay is actually very game friendly. You should have no issues leaving Steam overlay on. Just disable all that Nvidia overlay BS.

Tweak your own settings ingame, ALWAYS. Start at Ultra, and go down from there, until you hit the 60fps baseline, then apply Fg if you are into that stuff.
Nvidia App and Steam Overlay can cause problems. Disable them.
I do agree in part. I always manually adjust game settings myself.
But the new Nvidia app does indeed factor in your whole PC specifications. There's even a page in the Nvidia app that lists all your system specs. The old GeForce experience however did no such thing. So they have improved in this regard.
In my experience, it's not always so friendly. Turned out it also was causing a crash if I tried to use snipping tool to take screenshots of the game, I think it in fact caused some other crashes I saw too. It's also not the first game it's been problematic with.
I’ve never installed GeForce Experience because it’s a bloatware. But I have the Nvidia app installed for a single reason, to inject HDR in games that don’t support it, like Black Myth Wukong. RTX HDR is much better than the Windows auto-HDR, otherwise I would never touch the app.
