spawns really broken or is it just how this game works?

Every time i clear a base and run like 100-150 meter and back the same group re spawns in the base i just cleared. Even when i try to clear a base 5/10 times a group of random Npc's will spawn on the other side of the base and start fighting the enemies in my base.

Is it just me or does this enemy spawning is really broken? New to the stalker series so cant tell if this was the same in older games.

I personally think this is broken. Previous games in the series would have a cooldown on spawns in a particular location - once you cleared it, it would stay empty for upwards of a day or more, in-game time.
