So to answer the question, we're SOL until they fix this issue, a mod comes along before that or we keep deleting the cache preemptively...
Edit: I removed the performance mod I was using two updates ago, the ~mod folder is empty.

Glad you're not having that problem. but several people are having it and it makes the game unplayable and you can't even open it because it stays on that infinite loading screen. Before update 1.1 the game ran smoothly and without problems both in gameplay and at startup and now it doesn't even open. They say they are correcting it with updates 1.1.1 and 1.1.2 but I don't see any difference. I'm starting to think it's doomed to fail like cyberpunk
I have shaders compile disabled for almost a month and game loads almost instantly, have you tried to disable it ? It should load in some few seconds.
Disable or enable compiling shaders at each game launch and less stutters
